Charter schools are public
schools that must implement open enrollment, employ educators
who hold valid teaching licenses, and comply with most of
the same regulations as other public schools. The purpose
of charter schools is to (1) continue to improve student learning,
(2) encourage the use of different and innovative teaching
models, (3) create new professional opportunities for educators
to design and implement learning programs, (4) increase choice
of learning opportunities for students, (5) establish new
models of public schools and a new form of accountability,
and (6) provide for greater parent involvement.
Charter schools are public or private schools
that are exempted from significant state or local rules that
normally govern the operation and management of public schools.
A charter school is created by a developer as a public or
private school, or is adapted by a developer from an existing
public school, and is operated under public or private supervision
and directions. A charter school operates in pursuit of a
specific set of education objectives determined by the school’s
developer and agreed to by the public or private chartering
agency and provides a program of elementary and secondary
education, or both. A charter school meets all applicable
federal, health, and local health and safety requirements;
and operates in accordance with state law.
There are 2 primary types of charter
school:
1. Conversion charter schools.
An existing traditional public school can become a charter
school if the faculty and parents at the school vote to convert
the school to a charter school (subject to approval of their
charter petition).2. Start-up charter schools.
Individuals and organizations can submit a petition to start
a new charter school from scratch.Charter schools help put the public back in public education
by encouraging participation by parents and the local community.Charter schools give principals the authority to manage effectively.Charter schools allow teachers the flexibility to utilize
innovative methods to reach all children.
Charter schools are public schools and can not charge tuition.
